Eligibility

Nationality: Candidate must be a citizen of India, or a subject of Nepal/Bhutan, or a Tibetan refugee who came to India before 1st January 1962, or a person of Indian origin migrated from specified countries with the intention of permanently settling in India (subject to eligibility certificate for certain categories).

Educational Qualification: Candidate must have obtained an engineering degree from a University/Institution recognized by an Act of Parliament or State Legislature, OR passed Sections A and B of the Institution Examinations of the Institution of Engineers (India), OR obtained a recognized foreign engineering degree/diploma, OR passed specified professional body examinations (Institution of Electronics and Telecommunication Engineers, Aeronautical Society of India, etc.). For Indian Naval Armament Service (Electronics Engg. Posts) and Indian Radio Regulatory Service, an M.Sc. degree with specified specializations is also accepted as an alternative qualification.

Cumulative Relaxation: Candidates belonging to SC/ST/OBC who also fall under Ex-servicemen or PwBD or Central Government employee categories are eligible for cumulative age relaxation under both categories, if applying for posts reserved for their category.

Fee Exemption: All female candidates and candidates belonging to SC/ST/PwBD categories are exempted from the examination fee; OBC/EWS candidates must pay the fee in full.

Other Conditions: Persons with Benchmark Disabilities in the Blindness category are advised not to apply as no vacancies are earmarked for them; Low Vision category PwBD candidates may apply only for posts/services for which they are eligible as per the Functional Classification and Physical Requirements detailed in Annexure-I. A candidate may apply for only one category among Civil, Mechanical, Electrical, or Electronics & Telecommunication Engineering.

How to apply

  1. Visit the Commission's official online application portal at https://upsconline.nic.in.
  2. Complete Account Creation and generate a Universal Registration Number (URN), which is common for all UPSC examinations and needs to be registered only once in a lifetime.
  3. Fill up the Common Application Form (CAF) with personal details, date of birth, category, and educational qualification.
    • Upload a clear scanned photograph and also capture a live photograph as required
    • Sign three times on plain white paper in black ink and upload the scanned signature
    • Provide details of one Photo ID (Aadhaar Card, Voter Card, PAN Card, Passport or Driving License)
  4. Fill the fourth, examination-specific module, including choice of Centre and Engineering Discipline (Civil/Mechanical/Electrical/Electronics & Telecommunication), and fee payment details.
  5. Pay the application fee of Rs. 200/- through net banking, or Visa/Master/RuPay Credit/Debit Card, or UPI Payment (fee exempted for Female/SC/ST/PwBD candidates).
  6. Carefully review all entered details before final submission, as no correction, alteration or modification is allowed after submission, and applications cannot be withdrawn once submitted.
  7. Keep scanned copies of supporting documents ready for submission, including Certificate of Age, Certificate of Educational Qualification, and category/relaxation certificates wherever applicable.
  8. Ensure the online application is completed and submitted on or before the last date, 06th October, 2026, till 06:00 PM.
  9. Download and save the e-Admit Card from the Commission's website once issued, before the commencement of the examination; no admit card will be sent by post.

Important notes

General Guidelines

  1. Candidates must carefully read the Rules of Engineering Services Examination, 2027 and ensure they fulfil all eligibility conditions; admission at all stages is purely provisional subject to satisfying prescribed conditions.
  2. No addition, deletion or change is allowed in the online application form once submitted; applications cannot be withdrawn after submission.
  3. The Commission provides a one-time facility to update the URN Profile, but changes will not reflect in applications already submitted.
  4. Candidates should regularly check their email, including the spam folder, for communications from the Commission (emails ending with @nic.in).

Eligibility Conditions

  1. Mere issue of e-Admit Card does not imply that candidature has been finally cleared; the Commission verifies eligibility with original documents only after a candidate qualifies for the Personality Test/Interview.
  2. Once a candidate chooses a reserved category, no request for change to another reserved category (e.g., SC to ST, OBC to SC/ST) will be entertained.
  3. EWS candidates must possess an Income & Asset Certificate for FY 2025-26, issued on or after 01.04.2026 but not later than 06.10.2026; OBC candidates must produce an OBC Non-Creamy Layer certificate based on income for FY 2025-26, 2024-25 and 2023-24, issued on or after 01.04.2026.

Application & Fee

  1. Applications submitted without the prescribed fee (unless exempted) shall be summarily rejected; fee once paid shall not be refunded under any circumstances.
  2. Candidates already in Government service must inform their Head of Office/Department that they have applied; withheld permission from the employer may lead to rejection or cancellation of candidature.
  3. Incomplete or defective applications shall be summarily rejected with no representation entertained regarding such rejection.

Communication & Document Verification

  1. The e-Admit Card will be issued on the last working day of the preceding week of the examination date and made available only on the website; no admit card will be sent by post.
  2. Candidates must undergo mandatory face authentication and identity verification at the examination venue; entry closes 30 minutes prior to commencement of each session.
  3. Originals of supporting documents will have to be produced at the time of Personality Test/Interview.

Fraud/Canvassing Warning

  1. Possession or use of mobile phones, smart watches, Bluetooth devices, or any communication device (even in switched-off mode) inside the examination venue is strictly prohibited and will entail disciplinary action including ban from future examinations.
  2. Candidates found guilty of impersonation, submitting fabricated documents, using unfair means, or misbehaving in the examination hall will be disqualified and may face debarment from future examinations along with disciplinary or legal action.
  3. There will be a penalty (negative marking) of one-third of the marks assigned for each wrong answer in objective type papers.
